FIXED: Approval Workflow Emails Not Being Sent to Approver:

Resolved issue with Admin assigned as an approver to the selection approval template not being sent email notifications when the approval workflow moves to a step to which they are assigned. The admin (PID 4808146) was assigned to multiple steps and did not receive the notifications, though other approvers at the same step have received the email notifications. Position creators only receive notification emails when they are an approver, as expected.
